The water flows fastest in the center. This is due to the friction between the water and the sink/drain. The outer parts of the water that are in contact with the kitchen sink/drain of the experience of a greater force of friction and slow down. The delay also affects the layers of water molecules adjacent to them, reducing his speed, as well. The layer of water molecules is less affected by friction with the sink/drain is in the center, and therefore are the ones that move the fastest.
