The liquid rises and falls when heated because when heated, liquid will expand causing it to be less dense than the other fluid around. This results in a buoyant force and shall rise. After getting out of it starts to cool down, since it is not by the heat source more, and become more dense. This will make it more dense than the newly heated liquid below it and that will fall to repeat the process.
