The answer is option C. Concerned about the entry of the United Stetes in World War I, in 1917, the German government sent a secret diplomatic communication to Mexico sent by Arthur Zimmerman, the German Foreign Secretary, offering a millitary partnership and generous financial support for the Mexican government, if declared war on the united States if this country entered World War I against Germany, with the possible recovery (for Mexico), Arizona, New Mexico and Texas.
