By decisions of the Supreme court of the united states has power over the states. By relegating Only Congress can control Interstate Commerce, by relegating the power to print money to the united states gogovernment only. And it only allows the Government of the united states to make treaties with foreign governments. Only the Government of the united states can levy tariffs and excise taxes. All of the above is left to each one of the states under the Articles of Confederation. Several States printed their own money and refused to accept the money of other states, made treaties with foreign governments, are levied on products manufactured in other states, etc.. Source(s): .
