Why can't kids have soccer as a sport in middle schools?

Many primary and secondary schools have soccer programs. Some even have their own fields. Due to the expenses associated with the maintenance and upkeep of a field, the equipment of the players, and pay for coaches and referees, many schools can't afford the luxury of maintaining a football program. This is unfortunate, and should be changed, even if that means to have a bake sale or something.
