Who has the power to judge the guilt or innocence of indiviuals or groups accused of breaking the law?

No one but a supreme being, if there is one (a god some might say)....and if there is judgment, it will not come until after the death.....but, legally speaking, the district attorney of the state brings charges to a judge and if there is sufficient evidence that a crime was committed a trial commences and a judge or a jury of your peers will find you guilty or innocent.
