This was a resolution that was made in 1964 to make sure that the army of the united states can participate in actions around the world if the president determines that there is the need to act. It was established that the army can go and fight the wars, even without the consent of the congress, if certain conditions were met. Many opposed this because they believed that presidents could exploit this for their personal benefit.
