The answer is: the electronegativity.Electronegativity (χ) is a property that describes the tendency of an atom to attract a shared pair of electrons. Atoms with greater electronegativity attracts more electrons towards it, the electrons are closer to that atom. For example, the fluorine has electronegativity of approximately χ = 4 and oxygen χ = 3,5, fluorine attracts the electrons and has a negative charge and the oxygen has a positive charge.
