I think the answer is: the conditions of Life improved in the city centres.Due to urbanization, a lot of people began to enter the cities due to their large amount of job availability. When this happens, the purchasing power in the city is greater. This could lead to a situation in which many small businesses start to come in and offer their products in the centre of cities to attract the maximum number of consumers, leading to an improvement of the conditions of life.
