I think the answer is: The Constitution limits the executive power to keep the president from becoming too powerful.The laws or the regulations that the proposal by the president, as head of the executive branch cannot violate the constitution in any way. Under such a situation, both the legislative and the judiciary had a basis to revoke the president's draft law.
