Surface waves are created by wind pushing against the water in front of it, so if the wind is greater, the greater is the frequency of the wave. Think about this wave, the wind creates waves (surface waves) if the wind is stronger of what is going to happen to the waves their frequencies are going to reach higher.I hope this helps!
