The correct response is to business owners. The Treatment was based around Teddy Roosevelt's "3 C's". This includes the conservation of natural resources, the law of consumer protection and the control of corporations. In this sense, the Treatment would be beneficial to business owners. This is because Teddy Roosevelt is dedicated to bring down the monopolies and trusts. Monopolies and trusts were individuals or companies that worked to control a whole portion of a particular market (such as steel or oil). When there are monopolies, there is competition between companies. This is the reason why Roosevelt's Square deal was beneficial for the business owners, because they are focused on creating greater competition in the U.s. economy.
