The whole Tragedy of Julius Caesar is written in blank verse, with the exception of some parts of the work. Generally, the common people speak in prose, because blank verse is used by more educated people. However, there are a couple of cases where it is not the commoners speak in prose: the first person who breaks down, when addressing commoners, and the second is Brutus.So, the correct answer is C.
