The Senate, which is one of the two legislative powers in the Congress is responsible for approving the election of the President by the Secretary of State. The members of the cabinet that the President of the united states appoints all must be approved by the Senate. Once an individual is approved by the Senate, then this individual is on its way to fill the position for which they were appointed.
