"A meeting of Representatives of twelve of the thirteen colonies it was called in response to the intolerable acts" is the best was to describe the First Continental Congress, this is because the 13 colonies (all except Georgia) had these meetings mainly to organize colonial resistance against the Parliaments Coercive Acts. Or acts that were intolerable and unfair to the colonies that live there.
