When a member of Congress votes as a delegate, to the congress : represent the views of the voters of the stateThis function only runs in the indirect democracy system of government, (which is adopted in the united states). In this system, voters can vote directly for the law, but the voters can elect representatives that have the same point of view, the principle of them. This means that every time that the president took the decision in the government, that the decision to represent the opinion of the voters.
