B. ProhibitionIn of 1917, the U.S. Congress passed the 18th Amendment, which prohibited the manufacture, transportation and sale of intoxicating beverages. The 18th Amendment was ratified in the year 1919. But the strengthening of the Prohibition proved to be extremely difficult. One of the observers at the time said: ""I've noticed that every attempt to legislate morals into the people has resulted in a disaster." In 1933, the Congress passed and the states ratified the 21st Amendment, which repealed the 18th Amendment and ended the Prohibition Era.
