It was not the Monroe Doctrine, because that was the foreign policy in 1823, and was not the Manifest Destiny, because that was the belief that Americans have the right to extend towards the west, which was also in the 19th century. I'm not sure about Montevideo, but the answer is (B) Good Neighbor. The Good neighbor policy was in the administration of Franklin Roosevelt towards Latin America in the 1930s. (1933)
