In England, also known as Knifecrime Island (the world capital of knife crime), the practice of randomly attacking strangers is known as "happy slapping." Generally, this the practice is a band-rite of initiation, but it is often a grade-school joke. In any case, it is an excellent demonstration of English of the career of the inherent tendency toward violence, similar to the German inherent Nazi "Rage" (the tendency to lose control of his government as an excuse to attack other nations). I hope this helps.
