I think that the sentence refers to in this question is "Everything you could do . . . value of 60p." Here, the word "make" is a kind of slang for "to judge" or "punish". The word "all" means "more", or "the only". "no" means "judge" or "punish". So this means that "The majority of those who could punish them would be to steal 60p worth of electricity".
