Horacio speaks is to inform the audience of the events that led to this point. As the former he gives the audience the necessary information about the political situation in Denmark, as the latter, which is the recipient of the information is even more important for the audience to hear. The dual role implies a certain incoherence, but rigid logic or historical consistency is hardly compatible with a dramatic economy that requires that all facts that are communicated through the mouths of the characters.
