I don't know if that's a proverb or not; I have heard it attributed to him a quote from Mark Twain, and as a quote from Earl Ruby. The explanation is very easy, in my opinion. It simply means that if you can read but do not, do not learn more or grow more of what the person is illiterate. In other words, if you can read, TAKE ADVANTAGE OF IT!
