Answer : When the nuclear reaction produces too many neutrons.Explanation : In a nuclear fission reactor, where the reaction is controlled by regulating the number of neutrons produced by the chain reaction. The production of too many neutrons can cause an acceleration of uncontrolled chain reaction that can cause enormous heat generated in a very short period of time in the interior of the reactor that can result in an explosion. To this end, the control rods, made of neutron absorbing species, such as cadmium, are placed in nuclear reactors to control the excess in the number of neutrons at any point in the reaction when required.
