RESPONSE: The bill is assigned to a committee, who looks at him and recommends changes.EXPLANATION: When a bill is presented in the House, which can be something that are valuable and useful to people in general, but still have many bugs. The bills may have logic or some other errors which could not be implemented in the public, if it is passed. This is the reason why a committee, which is composed of experts, looks at the bill, and then recommends changes.
