What does the ministry of higher education do?

I am carrying out a study on the relationship between higher education and government. I would like someone to tell me why we need the ministry of higher education. Does the government really need to have this ministry? What is the role of the commission on higher education? In what ways do they work together to accomplish the government’s goals? Can an institute of higher learning be free of government interference? What is the role of the state in higher education? In what ways do universities benefit from the government? Your responses will be highly appreciated. Feel free to share your ideas.

I have worked in the ministry of education for a very long time. Education is essential in every society. As a result, the government needs to have control over it. Due to the high cost of running universities, the government has a role in establishing these vital institutions. The government achieves this by setting a ministry of higher-education. However, not all these organizations are owned by the government. Some are public while others are private. In addition, access to this education is expensive hence the need for the government to make it accessible to many people.

Through this ministry, the government is able to provide higher education and regulate institutes of higher learning. The government has the role of making sure that these institutes are established under given guidelines. These institutes must also be run within given laws. For instance, their programs must be taught according to given directions. This is done to ensure that there is harmony in the higher education sector and that the institutes provide quality education to the students.

If the government were to withdraw from higher education and leave it to the private sector, education would become very expensive. It would limit its access to only those who can afford it. Performance wouldn’t count in as far as joining colleges is concerned. As a result, higher education would lose relevance in the society despite its significant role in enhancing the growth of the economy.

To perform its role efficiently, the ministry works with the commission on higher-education. The commission is in constant touch with universities and students. It is in charge of making sure that the colleges offer quality education and adhere to the given rules and regulations. The commission ensures that the interests of the students are always taken care of. For instance, they ensure there is no random or unexplained increase in fees. They also ensure students are not discriminated based on sexual orientation, religion, race, or gender. They ensure that the institutions have the right facilities to provide the courses they are teaching.

The colleges receive funding for some projects that are costly for them to accomplish on their own.  In public universities, the government is in charge of constructing lecture halls, libraries, gyms, and all other facilities required in the institutions. Some schools cannot afford to provide some courses without government support. It is challenging for any college or university to be free of government interference as most of their students rely on the government for funding. It, therefore, does not make any sense to question the role of the state in the provision of higher education.

Higher education is a partnership between the government, individual learning institutions, and other stakeholders.  Given that each partner has a role to play, it is impossible to eliminate the government or any partner from the equation. Since the government is broad, its interests in the partnership can only be taken care of by the ministry of higher education. Apart from the roles mentioned above, the government has even a more significant role in promoting student success and completion.  The government is also tasked with providing reforms in this sector. The government considers what is happening in the labor market and challenges the institutions to provide education that meets the needs. The government pressures learning institutions to offer job-driven courses.  It also encourages partnership with employers with the intention of promoting the development of courses that meet the market needs so that students secure jobs after completing their studies. To enhance changes in the higher education policy, the government passes laws that act as a guide.
