'HR Consultants' is one of those terms that is commonly used to cover an exceptionally large number of functions. Within an organization the term 'HR Consultant' is commonly used to describe someone that is a HR Generalist. An HR Consultant is usually someone in the mid-point of their career, they are not yet a Manager of human resources, but they have gone from being an Administrator. Once you speak about a HR Consultant out of the organization, the answer becomes more complex. In this case, HR Consultant commonly refers to someone who is an independent contractor or who works for a HR Consulting firm. These HR Consultants provide as needed HR Support or complete HR project work for organizations that have their own human resources. Usually they are hired by an organization to complete a specific project or offer their expertise as connected to a specific problem. Your investment in the organization is limited to the scope of the assignment. Jouta Performance Group's approach is a little different.
