The words "up" and "down" refers to the difference in the average of the RLs of the two from the station. For example, if a train travels between stations "a" and "B" and the average of RL is more than the average of the RL of B, then a train travels from a to b is referred to BELOW and the train that travels from B to a with respect to SAFETY.
