I think the answer is: The president would be a Republican, and the cabinet to contain the Democrats. When you do this, both the republican and Democrat able to separate the power within the government and can limit each other's influence in the creation of the legislation. (The president has the power to create the executive order and the cabinets had the power to override the president's decision if you have more than 2/3 of the votes)
