The short answer is that the cars are almost always rated by themselves and the drivers that are classified by themselves. The two classifications are combined and additional factors that are consideredd to come up with a final price. A better question might be, "What car has the lowest (best) insurance rating." That car is going to be, probably, the cheapest to ensure drivers and older drivers. Of course, the teens will have to pay more for their health insurance in general, because the car insurance has a price of more than the car itself. If a driver is considered to be more risky because of the groups of the insurance company decides that you are (for example, teenagers, drivers with tickets and accidents, males, drivers with bad credit, etc), are probably going to pay more.
