The states may initiate and ratify an amendment to the Constitution without it being proposed or allowed by the federal government, and without any government bans of any type. The only restriction is that Congress decides whether the amendment is ratified by the legislatures of the states or by conventions called in each of the states. This is not widely known by the population; the majority think that these things can be made by the federal government. This pathway of the amendment has not yet been used.
