The statement is TRUE. The water has the potential energy at the top of a slope. The reason is that the potential energy is the energy possessed by a body based on its position relative to a zero point. In this case, the water in the upper part of the slope is at an elevation above the ground (zero point). The energy is not kinetic (movement) energy as the water does not move.
