I can understand presidential" here means"the nominations to be the president, or proposals made by the president. In the first sense: No, this is not true. a president is not appointed, but elected in an election: this means that there is no need of approval. In the second meaning: yes: the Senate approves the nominations, as for example for the ambassadors
