The primary way to determine whether an idea constitutes "common knowledge" is: whether there is an expectation that the readers and the author would be very familiar with the material. whether the material appears in an encyclopedia. whether it represents material covered in primary school or in secondary school. whether it contains any numerical figures or specific data.

I think the answer is if there is the expectation that the readers and the author would be very familiar with the material. This means that the idea is popular enough to be understood by the reader. The concept is easy enough to be understood by any person that was going to come through the text. It is usually used by authors to gain popularity.
