The House of representatives and the Senate can only pass amendments to the Constitution if "the amendment receives a vote of two-thirds."The Constitution provides that an amendment may be proposed by the Congress with a two-thirds majority in the house of Representatives and the Senate or by an established tradition called for two-thirds of the legislatures of the states. None of the 27 changes to the Constitution have been proposed by the sacred tradition. The Congress proposes a review of a joint resolution.
