The correct answer is (B) xxi . The ban was supposed to be a constitutional amendment that could help the united states to be less violent, morally sound country. However, this law had just the opposite effect. An increase of violence during this time, as rival gangs vying to sell illegal alcohol to millions of Americans in the course of a decade. Realizing that the Prohibition was not working, the government of the united states developed the 21 amendment in order to get rid of the 18th amendment.
