The answer to this question is the iron law of oligarchyIn the iron law of the oligarchy, the elites who had an enormous amount of wealth in a given area, is always going to extend their influence among the political environment. So, even though the political system has a democratic front, that was never going to achieve true democracy, because in the end, the will of the oligrach tend to win.
