According to the navigation rules, the factor that must be considered in the determination of the safe speed is the state of the visibility.Safe speed contains factors that includes: visibility conditions such as fog, mist, rain, darkness, etc, the wind, the water conditions and currents. Vessel response capacity, the density of traffic, the proximity of any navigational hazards are also included in this.
