The three parts of the government were a Governor, a Council of Advisors, and an Elected Assembly. The governor was something like the president, who is the commander-in-chief with veto power. The Council and the Assembly were as the upper and the lower houses of the parliament. The lower part is closely linked to the will and demands of the people, while the upper part was more in the legislature.
