I attached the image of what we are talking about here. The answer to this problem is: Yes, they are congruent by the SAS. Which means that the triangles are congruent, if their included angles and any pair of corresponding sides are equal in both triangles. In this case, the sides are both 21 cm and the angle of the equality of two triangles, so that is why they are congruent.
