It was (past tense of to be) can be used as a link verb and as anauxiliary verb. It is never an action verb. Linking verb: Bob was a teacher before his retirement. Auxiliary verb: Sheila was driving when the tornado hit. . Yes it is a linking verb and a past tense of be.
