Yes. Home education is illegal in Germany, and some families have had their children removed from their custody because they wanted to homeschool. Those who are not German citithe citizens, however, can afford to home school. For example, the American military families living in Germany, can educate their children according to the American laws of education and therefore allow the education at home.
