Is continued education only for adults?

As I browse the internet, I meet a lot of sites talking about continued education. Now, I am well aware of the benefits and perks that come with taking some adult courses in the school of continuing education. I have gone through the sites offering adult learning classes, and I must say, I liked some of them. I was just wondering, are these schools and adult learning classes strictly for adults only? Can someone at my level take them too or should I go to college first then come and apply? Do they ask for college certifications?
