They helped guard against the possibilities of strikes thet could slow down production in times of war. Across the major belligerent powers, industrial production, and the mobilization and organization of the industrial workforce became the center of the conduct of the First World War. The states and private industry restructured work towards the large-scale production, the employment of a growing number of semiskilled and unskilled workers, women and men, and workers from all over the world.
