If the government under the Articles was so ineffective, why weren’t changes made?

A unanimous vote was necessary to make any changes to the Articles. Not all members were in agreement that the changes necessary and, therefore, the adjustment of the Articles to which it would be difficult. Each state wanted sovereignty and the necessary changes in the Articles would take away the sovereignty. The Articles required a unanimous vote and coming out of a war and trying to settle the smaller states were less willing to make changes. Even at the end of the Constitutional process, Rhode Island still do not agree with the changes or ratification.
