The answer is C. The state constitutions before the constitution of the united states made big mistakes. For example, before the constitution of the united states, they created the Articles of confederation. Not had an executive power, it could not enforce/carry out the laws. They do not have a judicial power, it could not resolve disputes between states. Also, have weakened the federal government by not allowing the control of the taxes. The state government has no one to see them, so they had high taxes. This caused a rebellion. This made government officials realize that they needed a strong federal government. Then, did the constitution
