If we want to draw the structure of lewis, we can see that all of the Cl the atoms are all connected to the B atom. Now atoms of Cl has 7 electrons each in their outer layer, while B can donate 3 electrons. So, by the rule of octet, each one of the Cl gain 1 electron each B atom. From the structure of Lewis, we can see that there are, in reality, there are No lone pairs on the central atom.
