Time is an important factor in the re-establishment of credit. If your request is denied, wait 6 months and try again. Remember that each credit card application may lower your credit score, so choose wisely. Once accepted, the use of the credit card with moderation [collect small amounts] and pay the balance in full each month. This will help in creating a good payment history.
