How do you decide on the quality criteria for a bike?

There is too much missing from this question to beanswered. . For manufacturers of parts is pretty simple. They work in the aspecification saying things like "there is a must 27.2 +/- 0.05 mm in diameter", or "the paint should be between this or that thickacross of the entire frame. No more than x number of defects smallerthan and mm is allowed by the framework. Any defects larger than the "something"is allowed. . As a buyer, you could have a different list. Type of brakes, typeof alloy, type of handlebar etc
