Information and communication technology (ICT) can be used innovatively in the absence of minimum literacy level among the poor in the following ways: . Video and graphics ccan be used to provide information at multiple points of access for those with limited skills and literacy . Access to computers could be provided, which would allow people with poor literacy skills to master the use of them. . ICT can be used to provide income-generating opportunities. . ICTS can provide information to the public services in agriculture. . ICT can be used to promote development and education in the community. . Private sector initiatives could be encouraged, which would speed up the delivery of services. . The development of village information centers could improve the use of Ict. . Ict can be used to link rural communities to the world markets. ICT (information and communications technology - or technologies) is an umbrella term that includes any communication device or application, encompassing: radio, television, cellular phones, computer and network hardware and software, satellite systems and so on, as well as the various services and applications associated with them, such as videoconferencing and distance learning.
