The president may exercise its rights in the Power of Recognition by making treaties, appointing ambassadors, to formally recognize foreign governments.By the reception of the Ambassadors of the President, therefore, can grant recognition to foreign governments. The constitution provides that "the President shall receive ambassadors and other public ministers". ...
